This category of residence permit (Créateur d’entreprise) is one of the options of the talent visa program (Passeport Talent) and is intended for entrepreneurs wishing to start and run their own business in France.

Advantages of this program

residence permit is issued for up to 4 years and can be renewed;

possibility of obtaining residence permits for family members: spouse (with the right to work) and minor children;

no requirement to reside in France;

visa-free travel to the Schengen countries;

relatively fast residence permit application procedure – 5 to 6 months;

prospect of applying for French permanent residence and/or citizenship after living in the country for 5 years.

Basic requirements for the applicant

  • realistic business plan to form an economically viable business; it is necessary to obtain an approval letter from the French Ministry of Economy;
  • an investment of at least EUR 30 000 in the planned business (prior to company registration, money is deposited in an escrow account);
  • proof of having in a bank account a sum not less than the annual statutory minimum wage in France – EUR 21 876.40*;
  • a master’s degree or at least five years’ commensurate professional experience;
  • no criminal record;
  • health insurance policy;
  • (when obtaining a residence card) rented or owned dwelling in France.

*The sum is recommended to be increased to EUR 30 000 in the case of obtaining a residence permit for the spouse, and to EUR 40 000 in the case of obtaining a residence permit for a family with children.

Application procedure and time

Stage 1:

Preparing a business plan.

Depositing EUR 30 000 in an escrow account.

Obtaining an approval letter from the French Ministry of Economy.

Collecting other personal documents to apply for a visa.

Stage 2: Applying for and obtaining a type D visa in the French consulate in the applicant’s country of citizenship or residency – from 1 to 3 months.

Stage 3:

Entering France on the type D visa (the visa is valid for 90 days).

Forming a company.

Obtaining a residence permit card.

Opening an account, retrieving the EUR 30 000.
Total: 5 to 6 months to complete the procedure through to receiving the residence permit cards.
Residence permit is valid for up to 4 years.

Renewal of a residence permit

Residence permit renewal is applied for 2 to 4 months before the expiration of the current residence permit.

The applicant must prove that the company is actively conducting business and generates income equal to at least the annual statutory minimum wage in France – EUR 21 876.40.

Obtaining permanent residence or citizenship

After living in France for 5 years, one can apply for permanent residence or citizenship.

In both cases, living implies staying in the country for at least 183 days a year, being a tax resident of France, filing tax returns, and paying taxes.

Permanent residence requires passing the B1 French language test.

Citizenship requires passing the B2 French language test and a civil exam, as well as an interview in the prefecture.

France allows multiple citizenship, so there is no need to renounce the first citizenship.

Fees for services are paid in stages:
70% payable in advance;
30% payable after obtaining project approval from the Ministry of Economy and before applying for a type D visa.

The following costs are NOT included in the fee and are payable by the applicant additionally:
• translation and certification of documents (~EUR 500, depending on the volume of documents);
• healt insurance (~EUR 200 per person);
• government fees and duties for a visa and residence permit (EUR 325 each);
• dwelling rental (to obtain a residence permit);
• government fee for company registration (EUR 257);
• company’s registered office (a French residential address is permitted);
• accounting services for the company;
• bank fees (EUR 20 per month).

*The fees are valid as of April 2026; VAT is not included.
