Designed for those who wish to permanently reside in Andorra, while working or running their own business in the country. It gives the holder the right to work, claim pensions, and access medical care.
An application for residence of the family members can be submitted 1 year after the main applicant becoming an “active” resident. However, the family can relocate simultaneously with the main applicant if his/her spouse is also a shareholder of the company (there are requirements for the size of the shareholding).
Designed for those who do not plan to be employed or conduct business in Andorra and have sufficient funds to live autonomously and provide for their family in the country.
The basis for obtaining such residence is investment in Andorran assets.
The holder must stay in the country for a minimum of 90 days in a calendar year.
Initially, a residence permit is issued for 2 years, it is then renewed for another 2 years, then for 3 years and then for 10 years.
It is possible to obtain a residence permit for family members (spouse and children) simultaneously with the main applicant.
Andorran citizenship can be applied for after 17 years of “passive” residence or 20 years of “active” residence.
We do not recommend considering Andorran citizenship for the following reasons:
The tax number is the same as the residence permit card number.
The proof of Andorran tax residence is the corresponding taxpayer certificate. To obtain a certificate, it is necessary to register as a taxpayer.
An individual with “passive” residence is not required, but has a right to register as a taxpayer and receive the relevant certificate.
It should be noted that registration as a taxpayer entails corresponding obligations. It is necessary to file a tax return once a year. Tax applies to worldwide income, but Andorra has a policy of unilateral avoidance of double taxation, i.e. if tax has already been paid on the income received in another country, then this income will not be taxed again in Andorra.
One of the criteria for tax residence is staying in the country for more than 183 days.
The applicant signs a document – an undertaking to invest this amount within 7 months of the date of submission of the application package to the migration authority.
Invested funds can be returned if the residence is terminated.
Investment in the following assets is permitted:
Investments can be diversified, i.e. distributed between different options, for example, one can invest part in the purchase of real estate, part in securities, etc.
EUR 47 500 – for the main applicant;
EUR 9 500 – for each additional family member.
The applicant must provide a supporting document.
This deposit is refundable: it is made for the duration of the residence permit and is returned if the residence is not renewed.
The deposit counts as investment and can be deducted from the investment amount.
for the main applicant – an equivalent of at least 300% of Andorran minimum annual salary*;
for each family member – an equivalent of at least 100% of Andorran minimum annual salary.
For that, it is necessary to open a bank account in Andorra, deposit the required amounts and receive a bank certificate. These funds can later be withdrawn from the bank account and used for investment (EUR 600 000). Having these funds in a bank account at an Andorran bank will need to be confirmed each time the residence is renewed.
The approximate cost is from EUR 850 to EUR 1,250 per year for each applicant.
The policy can be purchased from one of the Andorran insurance companies.
If the applicant intends to purchase property, then the purchase agreement must be presented within 7 months from the date of submission of the application for residence (see point 1).
A certificate of no criminal record must be provided. The certificate is valid for 3 months.
The applicant signs the relevant undertaking.
* The Andorran minimum monthly salary in 2025 is EUR 1 447.33.
**The migration authority reserves the right to request additional documents, as well as change the list of documents.
EUR 6.40 plus EUR 211.60 for the main applicant;
EUR 6.40 plus EUR 179.90 for each family member.
The cost of services does not include IGI* (4.5%).
*IGI is a general indirect tax, similar to VAT

Two trips to Andorra will be required: 1) to submit an application package to the migration authority and 2) to obtain a residence card.
