Andorra is not an EU member and, therefore, does not follow the European Union’s migration policies. Andorran residence permits are only issued to wealthy individuals and their families.

Andorran residents enjoy visa-free travel to Spain and France and a simplified application for a multiple-entry Schengen visa for travelling to other Schengen states.

General information about the types of residence and citizenship

“Active” residence

Designed for those who wish to permanently reside in Andorra, while working or running their own business in the country. It gives the holder the right to work, claim pensions, and access medical care.

An application for residence of the family members can be submitted 1 year after the main applicant becoming an “active” resident. However, the family can relocate simultaneously with the main applicant if his/her spouse is also a shareholder of the company (there are requirements for the size of the shareholding).

“Passive” residence

Designed for those who do not plan to be employed or conduct business in Andorra and have sufficient funds to live autonomously and provide for their family in the country.

The basis for obtaining such residence is investment in Andorran assets.

The holder must stay in the country for a minimum of 90 days in a calendar year.

Initially, a residence permit is issued for 2 years, it is then renewed for another 2 years, then for 3 years and then for 10 years.

It is possible to obtain a residence permit for family members (spouse and children) simultaneously with the main applicant.

Citizenship

Andorran citizenship can be applied for after 17 years of “passive” residence or 20 years of “active” residence.

We do not recommend considering Andorran citizenship for the following reasons:

  • requirement to renounce previous citizenship;
  • long residence period before becoming eligible for citizenship.

Obtaining a tax number

The tax number is the same as the residence permit card number.

The proof of Andorran tax residence is the corresponding taxpayer certificate. To obtain a certificate, it is necessary to register as a taxpayer.

An individual with “passive” residence is not required, but has a right to register as a taxpayer and receive the relevant certificate.

It should be noted that registration as a taxpayer entails corresponding obligations. It is necessary to file a tax return once a year. Tax applies to worldwide income, but Andorra has a policy of unilateral avoidance of double taxation, i.e. if tax has already been paid on the income received in another country, then this income will not be taxed again in Andorra.

One of the criteria for tax residence is staying in the country for more than 183 days.

"Passive" residence (without the right to work)

  • low investment requirements: relatively small amount, the invested funds can be returned in the case of giving up the residence, you can diversify the investment;
  • no need to stay in the country long: the minimum period of stay in Andorra is 90 days within one calendar year;
  • relatively simple and fast procedure for obtaining residence;
  • you can own Andorran companies and real estate; a resident enjoys a simpler company registration and bank account opening procedure, compared to a non-resident;
  • you can change to active residence;
  • you can obtain a residence permit for family members (spouse and children).

Requirements for the applicant and the list of documents

Invest EUR 600 000 in Andorra-located assets.

The applicant signs a document – an undertaking to invest this amount within 7 months of the date of submission of the application package to the migration authority.

Invested funds can be returned if the residence is terminated.

Investment in the following assets is permitted:

  • Andorran real estate, a minimum EUR 400 000 for each purchased property;
  • participation in the capital of Andorran companies;
  • debt or financial instruments issued by Andorran issuers;
  • life insurance products purchased from Andorran insurance companies;
  • interest-free deposits at the Andorran National Institute of Finance;
  • investment is reduced to EUR 400 000 if investing in the Andorran Housing Fund.

Investments can be diversified, i.e. distributed between different options, for example, one can invest part in the purchase of real estate, part in securities, etc.

Place a deposit (security amount) at the Andorran National Institute of Finance:

EUR 47 500 – for the main applicant;
EUR 9 500 – for each additional family member.

The applicant must provide a supporting document.

This deposit is refundable: it is made for the duration of the residence permit and is returned if the residence is not renewed.

The deposit counts as investment and can be deducted from the investment amount.

Confirm having enough funds for your own living and the living of your family members in Andorra:

for the main applicant – an equivalent of at least 300% of Andorran minimum annual salary*;
for each family member – an equivalent of at least 100% of Andorran minimum annual salary.

For that, it is necessary to open a bank account in Andorra, deposit the required amounts and receive a bank certificate. These funds can later be withdrawn from the bank account and used for investment (EUR 600 000). Having these funds in a bank account at an Andorran bank will need to be confirmed each time the residence is renewed.

Take out a health insurance policy that covers all necessary medical expenses in Andorra in the case of illness, disability or reaching the retirement age.

The approximate cost is from EUR 850 to EUR 1,250 per year for each applicant.

The policy can be purchased from one of the Andorran insurance companies.

Confirm having a place to live in in Andorra by providing a tenancy agreement or a title deed.

If the applicant intends to purchase property, then the purchase agreement must be presented within 7 months from the date of submission of the application for residence (see point 1).

Confirm having no criminal record.

A certificate of no criminal record must be provided. The certificate is valid for 3 months.

Stay in Andorra for at least 90 days a year.

The applicant signs the relevant undertaking.

Provide supporting documents for the source of funds:
  • employment record book (certificate of employment covering the last 5 years and indicating the names and addresses of companies);
  • income certificate covering the last 5 years and issued by the tax office, or proof of profitability of the company owned by the applicant, or an income certificate issued by the employer, etc.

Other personal documents:
  • passport;
  • marriage certificate or a document confirming the current marital status;
  • birth certificate (for minor children).

* The Andorran minimum monthly salary in 2025 is EUR 1 447.33.

**The migration authority reserves the right to request additional documents, as well as change the list of documents.

Additional costs

  • Government of Andorra fees:

EUR 6.40 plus EUR 211.60 for the main applicant;
EUR 6.40 plus EUR 179.90 for each family member.

The cost of services does not include IGI* (4.5%).

*IGI is a general indirect tax, similar to VAT

  • Costs associated with opening and maintaining a bank account.

Approximately: account maintenance – EUR 500 – EUR 600 per year.

  • Costs associated with renting a property (see the requirement to have your own or rented place to live in). Depending on the property and the season, approximately EUR 500 – EUR 800 per month.

Procedure of obtaining a residence permit

Two trips to Andorra will be required: 1) to submit an application package to the migration authority and 2) to obtain a residence card.

The procedure includes the following steps:

Submit documents to the bank to open an account.

We will provide assistance with remotely submitting documents to the bank for assessment and obtaining a preliminary decision on the account application. The application assessment time depends on the sufficiency of the documents provided. Approximately from 4 weeks.

After getting the go-ahead from the bank, it is necessary to prepare an application package for the migration authority and schedule a trip to Andorra.

Travel to Andorra (at least 2-3 days):
  • to complete all preparatory procedures (sign documents for bank account opening, transfer funds to the account, obtain a certificate of availability of funds, place a security deposit at the Andorran National Institute of Finance; purchase a health insurance policy; sign a tenancy agreement for the apartment);
  • to submit an application package to the Andorran migration authority.

The assessment period is 1.5 - 3 months.
