Obtaining a residence permit in Azerbaijan. Service offer

Foreign citizens are issued a temporary residence permit (TRP). Upon expiration of a two-year continuous stay in Azerbaijan, they can apply for a permanent residence permit (PRP).

In both cases the foreigner is provided with a state-issued certificate, which is a plastic card containing personal data of its holder and the period of permitted stay in the Republic of Azerbaijan.

• Family reunion;
• Real estate investments of 100 000 AZN (~ 60 000 USD);
• Investments in the country’s economy of over 500 000 AZN (~ 300 000 USD) or a deposit in a local bank of over 100 000 AZN (~ 60 000 USD);
• Status of a highly skilled specialist;
• Position of director of a local company or manager of a branch of a company in Azerbaijan;
• Position of manager of a company with foreign investment incorporated in Azerbaijan;
• Conducting business that has at least 5 local full-time employees;
• Official employment;
• Education: in-person learning in general or higher education institutions.

A foreign director must obtain a residence permit or work permit to conduct their activity in the territory of Azerbaijan. The steps of obtaining a TRP are as follows:

1) Citizens of countries that do not have a visa-free regime with Azerbaijan should familiarize themselves with the procedure of obtaining a visa in a consulate of their country.

2) Registration at the place of stay shall be done in a district passport office (the District Office of the Main Passport, Registration and Migration Department of the Republic of Azerbaijan). A foreign citizen must obtain temporary registration within the first 15 days after arriving in Azerbaijan. For this purpose they need to apply to the district office of the department or fill out an application online in the official portal of state services by providing a completed questionnaire and passport copy. A sample questionnaire is available at the website of the department. No fee is charged for registration at the place of stay, however violation of the migration registration rules results in an administrative penalty.

3) Position held by the applicant that is grounds for obtaining a residence permit is director of an organization incorporated in the Republic of Azerbaijan. To obtain a temporary residence permit on these grounds, one must:

• complete incorporation of the company;
• rent a real office for the incorporated company (this is one of the requirements when using these grounds);
• pay the authorized capital of 50 000 AZN (~ 30 000 USD);
• prepare a set of documents to file an application;
• fill out a TRP application form;
• prepare a certificate of undergoing medical examination and taking medical tests;
• pay the state duty for the service;
• file the application.

4) Check if the TRP is ready online and receive the document (plastic card).

5) Upon expiration of a two-year uninterrupted stay in Azerbaijan, the applicant has the right to apply for a PRP.

• A TRP application in Azerbaijan is considered for 3 weeks.
• A temporary residence permit is issued for a period of 1 to 3 years depending on the grounds it is obtained on and may be extended by the same period.
• Having resided in the country for 2 years, one can file a PRP application. A permanent residence permit is issued for a period of 5 years and may be extended with no limitations. Consideration of a PRP application takes 2 months.
• Having continuously lived in the country for 5 years, one can apply for Azerbaijani citizenship.
• A foreign citizen is considered to be continuously residing if they do not leave the country for more than 90 days in six months.
