Foreign citizens are issued a temporary residence permit (TRP). Upon expiration of a two-year continuous stay in Azerbaijan, they can apply for a permanent residence permit (PRP).
In both cases the foreigner is provided with a state-issued certificate, which is a plastic card containing personal data of its holder and the period of permitted stay in the Republic of Azerbaijan.
A foreign director must obtain a residence permit or work permit to conduct their activity in the territory of Azerbaijan. The steps of obtaining a TRP are as follows:
1) Citizens of countries that do not have a visa-free regime with Azerbaijan should familiarize themselves with the procedure of obtaining a visa in a consulate of their country.
2) Registration at the place of stay shall be done in a district passport office (the District Office of the Main Passport, Registration and Migration Department of the Republic of Azerbaijan). A foreign citizen must obtain temporary registration within the first 15 days after arriving in Azerbaijan. For this purpose they need to apply to the district office of the department or fill out an application online in the official portal of state services by providing a completed questionnaire and passport copy. A sample questionnaire is available at the website of the department. No fee is charged for registration at the place of stay, however violation of the migration registration rules results in an administrative penalty.
3) Position held by the applicant that is grounds for obtaining a residence permit is director of an organization incorporated in the Republic of Azerbaijan. To obtain a temporary residence permit on these grounds, one must:

5) Upon expiration of a two-year uninterrupted stay in Azerbaijan, the applicant has the right to apply for a PRP.
