This type of residence permit is intended for applicants with a stable passive income* (dividends, rental income, income from securities investment and bank deposits, pension, etc.).

*For individuals who earn an active income from remote work, a separate visa called a Digital Nomad visa was introduced in October 2022.

Advantages of the programme

allows visa-free travel to the Schengen countries;

allows obtaining residence permits for the entire family of the main applicant: spouse, minor children, children aged 18 to 26 years, provided that they are unmarried and are studying at Portuguese universities;

allows applying for permanent residence or citizenship after 5 years of being a resident (no need to renounce previous citizenship).

Basic requirements for the applicant

  • provide proof of passive income of at least EUR 957 per month*; in the case of visa application for family members, the amount must be increased;
  • deposit the sum of at least EUR 11 480 (minimum salary for 1 year) in a Portuguese bank account; in the case of visa application for family members, the amount must be increased;
  • provide proof of housing in Portugal.

*In 2024, the minimum wage is EUR 820 per month. However, the calculation is based on a 14-month period of payment, which puts the yearly sum at EUR 11 480 and the monthly sum, divided by 12 months, at EUR 956.67.

Documents for applying for the D7 visa

  • visa application form, passport, 2 colour photos;
  • certificate of no criminal record from the applicant’s country of residence;
  • health insurance;
  • rental agreement for a Portuguese property valid for at least 12 months from the date of application, or proof of ownership of residential property;
  • account statement from a Portuguese bank with a balance of at least EUR 11 480; in the case of visa application for family members, the amount must be increased;
  • certificate of tax identification number (NIF) allocated in Portugal; proof of passive income earned outside Portugal during at least the last year (account statements, tax returns, etc.);
  • in the case of visa application for family members – proof of relationship: marriage certificate, birth certificate, etc.

Application procedure and time frame

The first step is to come to Portugal (on a Schengen visa), rent a property, and open a bank account (in that particular order):

Trip 1 to Portugal:
  • get a tax identification number;
  • rent a property;
  • open a bank account, deposit cash and/or wire transfer funds into the account, receive an account statement.

Preparation and submission of documents to the Portuguese consulate in the applicant’s country of residence.
Attention: documents can be submitted to the consulate strictly by appointment (and an appointment may have to be made several months in advance).

The processing time at Portuguese consulates is 5–6 weeks.

Stamping of the D7 visa in the passport. The visa is valid for 4 months. During this period, the applicant must visit Portugal and complete the application for a residence permit.

Trip 2 to Portugal:
  • submit biometrics (an appointment must be booked in advance);
  • submit an application for an ID card (residence permit).

Receiving a residence permit card. The card is posted to the address of residence in Portugal.

The card is issued within 2 weeks to 3 months from the date of submitting biometrics.

The total time is 6 to 9 months after submitting documents to the Portuguese consulate.

Family members can apply for a residence permit once the main applicant receives one.

To speed up the process, it is possible to submit documents at the Portuguese consulate outside the applicant’s home country.

Residence permit validity period

The initial residence permit is issued for 2 years. It can then be extended for 3 years, provided that the applicant continues to meet the programme’s criteria.

The applicant who has received a residence permit of this type is expected to live in the country for the better part of the year. Otherwise, there is a risk of the residence permit not being renewed.

Payable by the applicant additionally: translation and certification of documents, health insurance, property rental in Portugal, government fees for a visa application and a residence permit card application.
